A Bigger Army

The German minister of war issues a serious warning to his country, and demands a greater army. He declares that the geographical position of Germany, wedged in between great military countries, demands that she shall have the greatest army in the world; an army which he feels has been losing, to some extent, its standing, but which must be increased and made more effective. But his demand will call for greater and stronger armies on the part of France and Russia.
