Balkan Allies Resist Peace Terms
On April 1 the Turkish government declared that it unreservedly accepted the terms of peace proposed by the powers. But Montenegro refuses to obey the powers, and Bulgaria persists in her demand for a war indemnity. And Great Britain, Austria, and Germany are preparing to send warships to make demonstrations off the Montenegrin and Albanian coasts. The difficulties do not seem to be settled, owing to the independent tenacity of the Balkan allies. The allies, so it is affirmed, had given up getting anything in the way of satisfaction through the powers, and so they have taken things into their own hands, and their success has been so phenomenal that they are not willing to quit until the ends they have in view are fully reached.
