Britain’s Two-Keel Naval Standard

Wm. T. Stead tells us that he has it on the best authority that the King of England will not propose any scheme for the mutual arrest of competition in naval armaments, and declares that until Germany makes some very clear and definite propositions, the old British program of two keels to one will continue in force; and that two-ships-to-one standard of the British navy will probably not be interpreted to refer to the United States, as the United States is not regarded as a foreign power; and it is said, that to regard America as a possible enemy at sea, is absurd while the British frontier of Canada is left wholly undefended.
