Russian Zemstvos Petition for Reform

One of the most striking developments in Russia during recent years was the recent assembly of the Zemstvos representatives to draw up and present to the government the desires of the Russian people regarding alterations in the national government. The memorial recited what the people wished, and was presented to the emperor by the new Minister of the Interior. The emperor's reply has not yet been given. While it is not believed that the desires of the petitioners will be granted, it is considered a great step toward advancement that they are even allowed to petition the throne.
