The Cuban Reciprocity Bill.

The bill for whose passage Congress was recently called in special session, but upon which the Senate refused to act during the special session, was passed by the Senate on December 16, and was signed by the President on the following day, to become operative ten days later. There are indications that under the “most favored nation” clause in treaties with other countries those countries will seek to have the duty on sugar from their respective countries lowered to the same extent as that on Cuban sugar. England has already notified the State Department that it will expect this reduction, and other nations are expected to do likewise. Under President Cleveland a similar situation occurred, but the State Department ruled adversely on these demands. The question promises to be reopened with vigor.
