World Powers Near General War

As the years go by, the great “world powers” come nearer and nearer to a general war. So far, on every approach to the danger line there has been sufficient yielding somewhere to avoid the clash; but each approach and withdrawal seems only to encourage the lust for war and a display of power, and the nations become all the more distrustful and jealous of one another. A few more ships and a little more self-confidence, and diplomacy will be powerless to check the inevitable conflict. It is sure to come. Such enormous war preparations, with ever-increasing national ambition and perplexity, is sure to produce war on a larger scale than the world has ever experienced.
