Classified Governments.—The Marquis of Castellane divides the dominant “Christian” governments of the world into three classes: Those ruled by masters, those who think they rule themselves, and those that actually do. In the first class he places Russia and Germany; in the second, United States and France, subject to the tyranny of political factions and “kings” of finance; in the third, England, the people of whom are freest of all rulership of any people in the world.
