Japan Plans Naval Expansion

ORIENTAL advises state that the Japanese Government has decided to increase its navy until it is as large as the combined forces in Asiatic waters of any two powers represented there. It is particularly desired to have a navy as large as the combined forces of France and Russia in Asiatic waters. To bring this about, the Japanese Government will increase the land tax after 1903, and apply the proceeds to the increase of her navy.
