Russia to Rebuild Frontier Fortifications

A TELEGRAM from Warsaw, Russia, states that the Russian Government has decided to rebuild its fortifications on the German and Austrian frontiers, at a cost of 420,000,000 rubles. This action is necessary as the result of Colonel Grimm's betrayal of the plans of the existing Russian forts.
