Philippine Civil Government Bill

THE House bill to establish civil government in the Philippines has been perfected by the Insular Committee and been reintroduced. The House bill provides for a complete form of government for the islands, to go into effect when the war terminates, and for a general election in which the Filipinos shall choose delegates to a popular assembly to be known as the Philippine Assembly. It is further provided that all the executive power shall be vested in two houses, the Philippine Commission and the Philippine Assembly, and that the friar lands shall be purchased by the Filipino Government.
