Russia and Japan Prepare for War

THE editor of the North China Daily News, in an interview upon the probability of war between Japan and Russia, is reported to have said: “Both the Russians and the Japanese regard war as inevitable. The Anglo-Japanese alliance will probably have the effect of delaying the occurrence, but the trend of opinion is that it must come sooner or later. The Japanese are preparing as well as Russia, and they are ready to do battle at a moment’s notice.” He further states that the Russians are preparing fortifications at Port Arthur and in Siberia.
