Capture of General Norel

NOREL, the last Filipino general in the field in Luzon with the exception of Malvar, has been captured by a part of the Twenty-eighth Infantry. General Smith, who is in command of the American forces in Samar, is arranging with the Filipino general Guevarra for the surrender of that officer’s forces. The Senate committee on the Philippines has completed its consideration of the bill prescribing a form of government for the islands, and the measure will be taken up without delay.
