Russia and China Negotiate Over Manchuria

NEGOTIATIONS have again been opened between Russia and China in regard to the Russian occupation of the Chinese province of Manchuria. The Chinese plenipotentiaries are demanding that Russia shall agree to withdraw all her troops except a railway guard at an early date. They are opposing that paragraph of the proposed treaty which makes it necessary for China to obtain Russia’s consent before increasing the number of her own troops in Manchuria. They also demand that Russia return to China the New-chwang Hai-kwan Railway, and oppose giving Russia a monopoly of mining concessions in that province. The viceroy of Hankow is urging the Chinese representatives to stand firm in opposition to the encroachments of Russia.
