Spanish Bill Regulates Labor Strikes

The Spanish ministry has submitted to the Cortes a bill for the regulation of labor strikes. This bill provides that disputes between labor and capital must be submitted to arbitration. It prohibits either labor or capital from stopping the works of an entire town, and from organizing movements which have a tendency to interfere with the supply of the necessaries of life. Strikes are legalized by the bill, providing fifteen days' notice is given to the authorities, and contractors must contract with the individual workmen, specifying wages and hours of labor.
