ALASKA

Despatches received from Victoria report that affairs in Alaska are in a very unsatisfactory condition. The steamer Rose was seized at Cross Sound by Indians, and the vessel and her passengers and crew were to be held as hostages for the payment of damages for the killing of Indians by the garrison at Sitka some time ago. The only place where there is anything like government in Alaska is in the immediate vicinity of Sitka. Elsewhere life and property are at the mercy of the Indians.
