The Cloud in the East.

THE London Times says that Russia and England seem incapable of arriving at any agreement, and that they have no view in common. Ministers and ambassadors are at the end of their suggestions. “If there is war, there must be great war, and any power that interferes must be prepared to wage great war alone.”
The press generally is of the opinion that war is imminent; and they look for a great war. The Evening News has the following:—
LONDON, April 9.—A dispatch from Constantinople this morning says the porte rejects the principal clauses in the protocol, and refuses to admit the Russian declaration of disarmament. It also declines to send an envoy to St. Petersburg, and finally insists upon being left alone in dealing with Montenegro. War is now considered as inevitable and imminent.

The Russian embassy is preparing to leave Constantinople. Turkey refuses to prolong the Montenegrin armistice. The whole army of the Pruth is advancing.
