Postmaster General Rules on Forwarding Letters

THE Postmaster General decides that the right to forward letters to a second destination, without additional postage, applies only to such letters as have not left the custody of postal officials. If a carrier delivers a letter at a hotel, and the proprietor or clerk immediately redirects it, it may be forwarded, but in no case must it be taken from the carrier’s presence.
