Japan’s Naval Ambitions

The "Oregonian" of February 3 cites Mr. Oishi, the leader of the popular party in Japan, as declaring that Japan had obtained command of the Pacific by two great wars, but now has lost it. He calls upon the government for a larger navy, declares that the safety of Japan is jeopardized, and says that in 1917 America would have twenty-seven battle-ships in the Pacific to Japan's fourteen.
