1 Chronicles 16:1

So they brought the ark of God, and set it in the midst of the tent that David had pitched for it: and they offered burnt sacrifices and peace offerings before God.

David brought the ark of God to Jerusalem and set it in the middle of the tent he had pitched for it. That tent was his own prepared shelter for the ark in the city, distinct from the older sanctuary structure elsewhere. Before God at that place burnt sacrifices and peace offerings were offered. The ark was therefore in Jerusalem, while the old tabernacle of the congregation with its altar remained at Gibeon, where the regular sacrifices continued.
