Isaiah 3:1

For, behold, the Lord, the LORD of hosts, doth take away from Jerusalem and from Judah the stay and the staff, the whole stay of bread, and the whole stay of water,

The words for stay and staff mean essential support, with bread and water named as what sustains life. The verse speaks to Judah in peril under Ahaz, when the forces for good were rapidly diminishing and the forces for evil were multiplying, leaving the nation in a dark condition.

The taking away announced was caused by Judah's transgression and continued wickedness among its rulers and in high places. The Lord would take away from Jerusalem and from Judah the whole support of bread and water together with the leaders, capable people and social supports on whom the nation depended. This loss would leave and expose Judah weak among the surrounding nations.

The prophecy to which the verse belongs applies to the last days. The reproof in the chapter is directed to the daughters of Zion who are concerned with appearance and display. Bread is a staff of life that sustains, whereas liquor only lifts a person temporarily before causing a fall.
