Joshua 19:1
And the second lot came forth to Simeon, even for the tribe of the children of Simeon according to their families: and their inheritance was within the inheritance of the children of Judah. And the second lot came forth to Simeon, even for the tribe of the children of Simeon according to their families: and their inheritance was within the inheritance of the children of Judah.
The second lot fell to Simeon by families, assigning that tribe an inheritance located within the inheritance of Judah. The portion set out in Joshua 19:1-9 was small, so Simeon did not receive a large separate territory but a limited share enclosed inside Judah’s bounds. That restricted inheritance, together with later Simeonite settlements beyond the borders of the land, fulfilled Jacob’s prediction that Simeon would be scattered in Israel.
