Numbers 34:1

And the LORD spake unto Moses, saying,

The Lord's word to Moses was direction for dividing Canaan among the tribes for the time when they would come into possession of it. Under that direction the boundaries of the country as it was to be divided were fixed, and a prince from each tribe was appointed to attend to the distribution. The carrying out of the direction was entrusted to Joshua together with Eleazar the high priest and the heads of the tribes, with the place of each tribe settled by lot.

That allotment embraced both the districts already conquered and the territory still unsubdued. Levi was left out of the tribal allotment because set apart to sanctuary service, yet forty-eight cities scattered in different parts of the land were assigned to the Levites for their inheritance. It remained the duty of each tribe to completely subdue its own inheritance, and faithfulness to God would bring the driving out of their enemies from before them, with still greater possessions promised if they remained true to His covenant.
