Revelation 13

1 And I stood on the sand of the sea, and saw a beast rise up out of the sea, having seven heads and ten horns, and on his horns ten crowns, and on his heads the name of blasphemy.

2 And the beast which I saw was like to a leopard, and his feet were as the feet of a bear, and his mouth as the mouth of a lion: and the dragon gave him his power, and his seat, and great authority.

3 And I saw one of his heads as it were wounded to death; and his deadly wound was healed: and all the world wondered after the beast.

4 And they worshipped the dragon which gave power to the beast: and they worshipped the beast, saying, Who is like to the beast? who is able to make war with him?

5 And there was given to him a mouth speaking great things and blasphemies; and power was given to him to continue forty and two months.

6 And he opened his mouth in blasphemy against God, to blaspheme his name, and his tabernacle, and them that dwell in heaven.

7 And it was given to him to make war with the saints, and to overcome them: and power was given him over all kindreds, and tongues, and nations.

8 And all that dwell on the earth shall worship him, whose names are not written in the book of life of the Lamb slain from the foundation of the world.

9 If any man have an ear, let him hear.

10 He that leads into captivity shall go into captivity: he that kills with the sword must be killed with the sword. Here is the patience and the faith of the saints.

11 And I beheld another beast coming up out of the earth; and he had two horns like a lamb, and he spoke as a dragon.

12 And he exercises all the power of the first beast before him, and causes the earth and them which dwell therein to worship the first beast, whose deadly wound was healed.

13 And he does great wonders, so that he makes fire come down from heaven on the earth in the sight of men,

14 And deceives them that dwell on the earth by the means of those miracles which he had power to do in the sight of the beast; saying to them that dwell on the earth, that they should make an image to the beast, which had the wound by a sword, and did live.

15 And he had power to give life to the image of the beast, that the image of the beast should both speak, and cause that as many as would not worship the image of the beast should be killed.

16 And he causes all, both small and great, rich and poor, free and bond, to receive a mark in their right hand, or in their foreheads:

17 And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.

18 Here is wisdom. Let him that has understanding count the number of the beast: for it is the number of a man; and his number is Six hundred three score and six.

Certainly! Let's delve into the meaning of Revelation 13 drawing from the insights provided.

Revelation chapter 13 introduces three significant symbols representing earthly governments and persecuting powers that war against the church of God: the great red dragon (chapter 12), the leopard-like beast, and the two-horned beast (chapter 13). These powers are actuated by rage and enmity against God's people and church. The one constant character throughout these scenes is the church of God, whose history is the central theme.

The First Beast (Leopard-like Beast)

The first beast, described in Revelation 13:1-10 is identified as the papacy. It is a church clothed with civil power, having authority to punish dissenters, and it emerged from the sea. It is described as a combination of the beasts seen in Daniel 7 having the body of a leopard, feet of a bear, and the mouth of a lion, representing a perfect identity with the characteristics of previous world empires. This beast was given power, a seat, and great authority by the dragon. Its dominion was to last for 1260 years (42 months or a time, times, and a half), during which it would speak great blasphemies and make war with and overcome the saints. Daniel 7:25-26
This beast received a "deadly wound" by a sword around the year 1798, marking the end of the 1260-year period of its triumph and its going into captivity. However, this deadly wound was to be healed. The prophecy indicates that the first beast is still in existence and possesses its symbolic vitality even when the two-horned beast is exercising power in its presence.

The Second Beast (Two-horned Beast)

Following the first beast, Revelation 13:11-18 introduces "another beast" coming up out of the earth. This beast is distinct from the first beast and arises around the time the first beast goes into captivity (1798). It is described as having two horns like a lamb but speaking like a dragon. It is identified as a symbol of the United States of America.

The two lamb-like horns are understood to represent the two leading principles of the US government: Republicanism and Protestantism. It rises in a peaceful manner out of the earth, unlike previous powers that arose from the sea through war and conflict. It is located on the western continent, outside the territory occupied by the first beast and its ten horns.

The two-horned beast is to exercise all the power of the first beast before it, or in its sight. This indicates that the power exercised by the two is the same in kind, and that the two-horned beast will enforce some of the first beast's sentiments by law.

A major part of the work of the two-horned beast is to cause the earth and its inhabitants to make an "image to the beast" and to worship the first beast whose deadly wound was healed. The image is to be made in the territory where the two-horned beast rules, clearly marking the United States as the scene of action.

The Image of the Beast

The "image to the beast" is something resembling the first beast, which was a church clothed with civil power. It is described as an ecclesiastical organization clothed with similar civil power to enforce its decrees and dogmas.

The formation of this image is yet future, though some references suggest it has already been made or is in the process of being made. It is formed by the people or their representatives in the United States. It is specifically stated that the image of the beast is not the papacy itself.

There can be a union formed on points held in common by different religious denominations, such as Sunday observance, the immortality of the soul, and water baptism. The principal point of union on which the image will likely be formed is the first day of the week as the Sabbath. The formation of the image occurs when the churches of the land unite and influence the state to enforce their decrees and sustain their institutions.

The two-horned beast has the power to give life to the image, enabling it to speak and cause those who do not worship it to be killed. This signifies that the government will grant power to the ecclesiastical organization to enforce its dogmas with civil penalties, even death.

The Mark of the Beast

The two-horned beast also causes all to receive a mark in their right hand or in their foreheads, and that no man might buy or sell without this mark. The "mark of the beast" is in direct contrast with the "mark of God" or the "seal of God."

The mark of the beast is understood to be an institution of the papacy that stands opposed to the commandments of God, specifically Sunday observance, which the papacy points to as a sign of its power. It is the act of bringing the observance of Sunday to a test that will constitute it the mark of the beast.

The reception of the mark is not just outward observance, but involves a conscious decision or intention to adopt the change, knowing it is the work of the beast, and receiving it on the authority of that power in opposition to God's requirement. The forehead is the seat of the mind where this decision is made, and the right hand may represent actions taken to comply.

The Third Angel's Message

The third angel's message of Revelation 14:9-12 is a fearful warning against the worship of the beast and his image and the reception of his mark. This message is given just before the close of human probation and immediately precedes the second coming of Christ, indicating that the work of the two-horned beast and the enforcement of the mark of the beast are among the last events to occur in earth's history. It is a final test for the people of God by which their eternal destiny is decided.

Those who heed this warning and keep the commandments of God and the faith of Jesus are contrasted with those who worship the beast and receive his mark. The keeping of God's commandments is a safeguard against the deceptions of this time.

In summary, Revelation 13 describes the rise and work of two powerful entities, the papacy (first beast) and the United States (two-horned beast), which will unite apostate religion and civil power to enforce a false worship. This culminates in a final conflict where allegiance to God's commandments will be the distinguishing mark of His faithful people, in contrast to those who receive the mark of the beast. The third angel's message serves as a vital warning to prepare people for this coming crisis.
