England’s 1903 Naval Program

England’s naval program for 1903 includes three battle-ships, each of 18,000 tons’ displacement, which is nearly 2,000 tons more than any battle-ship yet built. The armor and the armament will also be superior to those of any other ships, and the speed of each will be nineteen knots. This action will no doubt lead to a like increase on the part of other powers ambitious for naval prestige.
