By a recent ruling of the Post-office Department, four ounces of newspapers can be mailed to any part of the United States for one cent. Thus two SIGNS can be mailed for one cent, or five, in one package, for two cents. If tracts or other printed matter be inclosed in the papers, it will subject them to a rate of one cent for each two ounces or fractional part thereof.
