War Scares in Europe and Japan

France's activity in purchasing war supplies during the last two months is causing “suspicion” and anxiety in Germany; and Japan is renewing her demands for a treaty that will settle satisfactorily to her the question of her subjects’ holding land in California. There are newspaper articles being written in Japan upon the subject, and some enthusiastic and largely attended meetings being held for the purpose of creating sentiment that will demand certain things from the United States, with the alternative of war. Despite all the efforts in the opposite direction, the war scares will not down.
