England and the Indian Reforms

England and the Indian Reforms.— There is a measure before the English Parliament looking to reform in India, by which Indian members shall have place on the various executive Councils in the administration of government in that country. One of the difficulties which are met, however, are the different religions. The Mohammedans are to have a separate register, and a number of seats in the Council in excess of their numerical strength. This is resented by the leaders of Hindu opinion, and how much England can do in this way to bring about peace is problematical.
