Matters seem to be assuming a serious aspect in the vicinity of the Isthmus of Panama. The representative of Colombia at Washington has been able to accomplish nothing for his country. Armed Colombians have been located near the coast in the Gulf of Darien, preparing to open a road into Panama, and Colombia seems determined upon an invasion of that territory in spite of the preparations which the United States is making to prevent their doing so. Companies of United States marines have been landed in Panama territory and have established camps, and others are being prepared to send to the Isthmus. A large naval force is now in those waters, and other vessels are being sent, and still others are being prepared for the trip. The Asiatic fleet has returned to Honolulu from Chinese waters, and is being held at Honolulu in readiness to sail to the Isthmus on short notice. Peru has recognized the independence of Panama, but Colombia is seeking to enlist the help of the other South American republics against the United States. General Bell has been called to Washington, and if matters assume a more threatening aspect, he will be sent to Panama to take charge of the work of the army there.
