Compromise on Government Warship Construction

The House and Senate, on July 1, agreed on a compromise in the matter of government construction of war-vessels. By the terms of the compromise one battle-ship is to be constructed in a government yard, but the Secretary of the Navy is authorized to build all in government yards in case he is convinced that the persons or firms bidding have reached an agreement the purpose of which is to deprive the government of open, fair, and unrestricted competition in letting contracts.
