Russia’s Conditional Agreement on Manchuria

The agreement recently signed between Russia and China provides for the gradual evacuation of Manchuria by the Russian forces, except those necessary to protect the railroad. The treaty closes with the provision, however, that in case China fails to live up to her agreement in any particular, Russia will not hold herself bound to its terms. This provides for the nullification of the treaty at any time Russia may desire, as she alone will be the judge of whether China fulfils her agreement or not. Russia has not abandoned her plan in regard to China, altho this agreement will probably act as a temporary check.
