Russia's Hold on Manchuria

THE conviction is being strengthened in all quarters that Russia will never leave Manchuria. A Russian officer is reported as saying that the Anglo-Japanese agreement sealed the political destiny of Manchuria, which now would never pass out of Russia's possession. The brigandage existing there will be used as a justification for retaining the powerful Russian army in that province, and when that is put down, the army would remain to preserve the peace. A report from Berlin states that Germany has stated to a representative of the United States that she would not oppose Russia's desire in that part of China. An agreement between Russia and China respecting Manchuria is about to be signed. Russia herself is reported as saying to the United States that she would not evacuate Manchuria until ample guarantees had been given for the preservation of order, but that she would respect the principle of the "open door."
