Commissioner Rockhill’s Report on China

SPECIAL Commissioner Rockhill, who conducted negotiations with the representatives of the powers in China during the recent disturbances, has made his report to the Secretary of State. The report shows that the commissioner's work was largely in China's behalf, and resulted in a material reduction in the demands which the powers finally presented to the Chinese Government both as to punishment of Boxer leaders and indemnity to be paid the powers.
