Manila’s Self-Government Charter

THE Philippine Commission has given the city of Manila a charter for self-government. By its terms the city council may prohibit bawdy houses, cock-fighting, ball-playing, and keeping domestic animals; but it has no power to close saloons. As the commission is a creature of the United States Government, the authorities at Washington have supervision of its acts and are responsible for them. Almost unlimited power is given in the matter of arresting the people; but the saloon, where four-fifths of the crime originates, is practically ensconced as a permanent fixture.
