Proposed Pacific Cable to Manila

The cabinet at Washington now has under consideration the proposal of the Pacific Cable Company to build a cable from San Francisco to Manila by way of Honolulu and Guam. It is feared that the government will be unable to grant landing privilege for the cable in the Philippines, owing to a concession which the cable company now operating at Manila holds from the Spanish Government, and which was virtually guaranteed by the United States in the understanding with Spain over the maintenance of property rights in those islands.
