Free Speech.

We believe in free speech as vouchsafed by the Constitution of this great federal republic. This means the free discussion of the principles of religion, of politics and public policy, of expediency and right; but the moment that it declares for the destruction of lawful government, and the assassination of rulers, it becomes a menace to government, a threat against the lives of those in authority, whether president or emperor; it becomes treasonable and criminal, and should be suppressed.
