Can Municipal Reform Organizations Really Reform Cities?

About one hundred and eighty municipal reform organizations have sprung into existence during the last few years. They were started to reform the city governments. But how much have they effected? We do not ask the question sneeringly nor pessimistically; it is a serious one for consideration. What better are the cities in the aggregate now than before. It will yet be learned that cities can not be reformed by organizations. The righteousness in a city government is about that of the average individual righteousness. The corruption of men can not be changed by law.
