The verse belongs to the record of the contingents from Israel's tribes who gathered to David. It belongs to the fuller account of the assembly at Hebron where Israel's tribes acknowledged David as king. In that setting it lists some of the individual men who came to join and support David, naming those who joined him. The surrounding chapter presents David's followers as mighty, skilled, wise, and loyal.
