1 Chronicles 13:4

And all the congregation said that they would do so: for the thing was right in the eyes of all the people.

The whole congregation agreed to David's proposal to move the ark to Jerusalem, judging the plan to be right in their eyes. Their unanimous agreement came before the ark was removed from the house of Obed-edom toward Jerusalem.

Their unanimous approval and sincere religious enthusiasm did not make the plan or the way it was carried out right and according to God's order. They followed the Philistine way of carrying the ark by placing it on a cart instead of having it borne on the shoulders of the priests, the Kohathites, as God had instructed through Moses.

David afterward recognized that they had not sought the Lord in the required way and arranged for the ark to be carried on the priests' shoulders. The failure to follow the given directions led to Uzza being struck dead. The episode teaches that human judgment is unsafe when it disregards prophetic instruction, and that a prophet's testimony remains binding even after the prophet has died.
