The one spoken of is Jesus Christ, who came by water and blood, not by water only. The Spirit bears witness to Him, and the ground of that witness is that the Spirit is truth. The Spirit is not merely truthful but is truth itself, communicating God's truth to humanity. As the bearer of this witness, the Spirit is Christ's representative, the faithful and true Witness.
As this Witness, the Spirit is the great Searcher of hearts, knowing every person's character. That witnessing work restores God's image in people. It brings their thoughts into harmony with God's will and into captivity to Christ. It corrects and refines their characters.
