1 Kings 10:26

And Solomon gathered together chariots and horsemen: and he had a thousand and four hundred chariots, and twelve thousand horsemen, whom he bestowed in the cities for chariots, and with the king at Jerusalem.

Solomon gathered together 1,400 chariots and 12,000 horsemen, bestowing some in the cities appointed for chariots and keeping some with himself at Jerusalem. This gathering of horses and military power was in disregard of and violation of the Lord's warning and command given to Israel's rulers that they should not multiply horses to themselves. That prohibition had been given as a safeguard to keep rulers from placing dependence on human strength. The buildup was the fruit of following unsanctified human judgment instead of the word of God.
