1 Kings 12:23
Speak unto Rehoboam, the son of Solomon, king of Judah, and unto all the house of Judah and Benjamin, and to the remnant of the people, saying, Speak unto Rehoboam, the son of Solomon, king of Judah, and unto all the house of Judah and Benjamin, and to the remnant of the people, saying,
God's word in this verse was spoken through Shemaiah to Rehoboam the son of Solomon, to all the house of Judah and Benjamin, and to the remnant of the people. In its setting, Judah and Benjamin made up the southern kingdom of Judah under Rehoboam, while the ten northern tribes made up the kingdom of Israel under Jeroboam. The division came after the people revolted against the oppressive rule of Solomon's house. It fulfilled the prophet's prediction.
The message that followed forbade Rehoboam and his people to fight their Israelite brethren in the north and ordered them to return to their homes. Those addressed obeyed the command and went home without fighting. The division was therefore not to be reversed by force, because God declared that it was from Him.
