1 Kings 22:3
And the king of Israel said unto his servants, Know ye that Ramoth in Gilead is ours, and we be still, and take it not out of the hand of the king of Syria? And the king of Israel said unto his servants, Know ye that Ramoth in Gilead is ours, and we be still, and take it not out of the hand of the king of Syria?
Ramoth in Gilead was one of the old cities of refuge. The saying records Ahab declaring that Ramoth in Gilead rightfully belonged to Israel and pressing that it be taken out of the hand of the king of Syria by force of arms.
Ahab put the claim forward while entertaining Jehoshaphat king of Judah at Samaria, killing sheep and oxen in abundance for him and for the people with him. Against his better judgment Jehoshaphat was persuaded to unite with him in war to regain the city. This entanglement in a joint military campaign grew out of the alliance between Judah and Israel that had been formed by the marriage of Jehoram to Athaliah.
