1 Samuel 1:3

And this man went up out of his city yearly to worship and to sacrifice unto the LORD of hosts in Shiloh. And the two sons of Eli, Hophni and Phinehas, the priests of the LORD, were there.

Elkanah went up with his family to Shiloh each year to worship and to sacrifice at the appointed gatherings. Worship at Shiloh was still maintained at that time, though it had become irregular and in some respects incomplete. As a Levite, Elkanah should have been especially devoted to service at the tabernacle, yet he had no regular employment or required service there under the disturbed conditions and irregularities of its ministry. Despite having no regular place in the sanctuary service, he faithfully observed God's ordinances with unfaltering zeal. Hophni and Phinehas, the sons of Eli, were at Shiloh as priests of the Lord. They continued in priestly office despite their wicked practices, because Eli failed to remove them from it.
