1 Samuel 10:18

And said unto the children of Israel, Thus saith the LORD God of Israel, I brought up Israel out of Egypt, and delivered you out of the hand of the Egyptians, and out of the hand of all kingdoms, and of them that oppressed you:

The message was given at the public gathering at Mizpeh where Samuel convened Israel. It recalled that God brought Israel up out of Egypt and delivered them from the hand of the Egyptians and from the hand of all kingdoms and of those who oppressed them. By recounting that history Samuel showed that God had both saved His people and ruled over them. Israel's demand for a human king therefore rejected God's rule and rejected the One who had rescued them.

After this message Israel's king was to be identified by lot after prayer for divine guidance. The lot identified Saul as God's chosen king, the Lord's choice. Saul was absent when chosen because he felt the weight of the responsibility. He was then brought before the people and acclaimed as king.
