1 Samuel 12:1

And Samuel said unto all Israel, Behold, I have hearkened unto your voice in all that ye said unto me, and have made a king over you.

This verse opens Samuel's farewell address to all Israel at Gilgal, spoken as the nation's aged and departing ruler stepped down after the people had welcomed Saul as king and after they had insisted on having a king. In it he declares to all Israel as he takes leave of them that he has hearkened to their voice in all they said, has listened to their insistence and request, and has made and appointed a king over them. Their demand for a king arose from discontent and pride and was a rejection of God's rule over them. Though their course displeased God, the appointment of the king answered the people's demand. Samuel uses the moment to call the people to account and to affirm that he has acted faithfully as their judge.
