1 Samuel 13:3

And Jonathan smote the garrison of the Philistines that was in Geba, and the Philistines heard of it. And Saul blew the trumpet throughout all the land, saying, Let the Hebrews hear.

Jonathan's strike against the Philistine garrison at Geba provoked the Philistines to gather in force against Israel. In the face of that mustering enemy host, Saul's army grew fearful and began to scatter from his side. The danger of invasion combined with the steady loss of his soldiers' confidence left Saul in a position of acute weakness. That unraveling support formed the immediate setting for his growing impatience as he waited for Samuel to arrive.
