1 Samuel 13:4

And all Israel heard say that Saul had smitten a garrison of the Philistines, and that Israel also was had in abomination with the Philistines. And the people were called together after Saul to Gilgal.

Word spread through all Israel that Saul had struck down a Philistine garrison and that as a result Israel had become odious and hateful in Philistine eyes. In response to that news the people were summoned and rallied together behind Saul at Gilgal. That mustering at Gilgal while facing Philistine hostility formed the crisis that would test whether Saul would hold his position and wait for divine direction through Samuel. Saul did not endure the waiting but grew impatient and presumptuously offered the burnt offering himself. By that disobedient act he violated the express command and forfeited the promise that his kingdom would endure.
