1 Samuel 15:7

And Saul smote the Amalekites from Havilah until thou comest to Shur, that is over against Egypt.

Saul smote the Amalekites in a sweeping campaign from Havilah until Shur, near Egypt and over against Egypt. The campaign was God's judgment against the Amalekites, carrying out the long-delayed divine sentence for their attack on Israel in the wilderness and their opposition to God and His people.

Saul carried out the attack but his execution of the command was incomplete, for he spared Agag and the best animals instead of utterly destroying all as commanded. In sparing them he substituted his own judgment for God's instruction. This incomplete execution of justice brought God's wrath upon him.
