2 Chronicles 1:2

Then Solomon spake unto all Israel, to the captains of thousands and of hundreds, and to the judges, and to every governor in all Israel, the chief of the fathers.

Solomon’s word to all Israel belongs to the beginning of his reign, when he took up its responsibilities and sought God’s help to meet them. The gathering he called took place at Gibeon, where he went together with the leaders of Israel. Those he addressed were the leading officials and family heads of the nation, the military commanders of thousands and of hundreds, the judges, the governors, and the chiefs of the fathers. His chosen advisers were with him at this gathering. He had assembled them to seek God’s help, wisdom, and guidance for carrying great responsibilities. They joined him there in offering sacrifices to God and in dedicating themselves to the Lord’s service.
