And nation was destroyed of nation, and city of city: for God did vex them with all adversity.
There was a time when Israel had turned from God and was left without true worship, without faithful spiritual teaching, and without obedience to the law. In that condition nation overcame nation and city overcame city in widespread unrest and conflict. God Himself vexed the people with all adversity, and this turmoil came as the consequence of their estrangement from Him and their forsaking of Him. The warning surrounding that judgment is that God will forsake those who forsake Him.
In contrast to this adversity, Asa's people sought God with the whole heart, renewed their covenant with Him, and received rest. Their experience shows the peace that follows wholehearted seeking after God in place of the conflict that follows forsaking Him.
